it's really generic in meaning, anything from user rate to percentage of population. It's usually used in sentences where the kind of "rate" or "percentage" they were talking about is already specified, like "the tax in this country is HIGH RATE", "people are contracting ABC disease at a HIGH RATE".

Does this word means high rate in the context of loans or mathematics?
The question might be to obvious, my main language is not english so I don't know if high rate is referring to financial and maths stuff or to social classes or quality stuff.
