留学生　vs.　交換留学生

Is there a difference between 留学生 and 交換留学生? They are both read as "exchange student," and 留学生 seems to be more common than 交換留学生, so I was wondering if there was a difference between the two?

留学生 has both meaning, while 交換留学生 (exchange student) probably only refer to students who do PART of their study abroad (a few month to a year maybe) instead of studying and earning their degree entirely abroad.
