で only use with time for meaning "limit" "by the time". E.g. 明日で済ませます i'll finish it by tomorrow; パーティーは0時で終わります the party will end before 12pm;
に use with time for specific timeline that the action is occuring. 今日の九時には授業中です we were having class 9am this morning; 10月に結婚します we will marry in October.

Is there a limitation to で as time indicator? and what would be its difference if we use に as time indicator?
