Monarchy as in kingdom or the institution?

Does 君主国 mean the territory (国) of a monarch (君主), or is it the (system of) government?

The definition of 君主国 is 君主制を政体とする国家 (a nation/state with a monarchy as its form of government), so as you can see, 君主国 is the nation and 君主制 is the form of government.
