They are some of the kanji that the government knows that they exist and were used at least once at some point but is not quite sure what they mean and/or where they were used. They couldn't find any reliable documents using those words. Some phantom kanji are suspected that they were simply mispelled versions of other kanji.

What does "phantom Kanji" mean?
I found this Kanji here https://jisho.org/search/%E6%A4%A6%20%23kanji and it says it's phantom Kanji. What does that mean? Does it mean that the Kanji exists but it literally never used or something? When I search phantom Kanji in Jisho's search bar it comes up with loads of Kanji with "(phantom Kanji)" beside them like this one. I'm very interested.
