Verb with -u ending before another verb? (Like here in 強くこする.)

Quote from the explanation for the entry か・く【×掻く】in デジタル大辞泉 (by 小学館):
"...に似たもので物の表面を強くこする。"
I wonder what it means when a verb before another verb has that -u ending instead of, lets say, -te/-ite/-ide/-nde or -i ending.

Oops, I read it wrong. it's not the verb ugoku; it's the adverb tsuyoku.
