Kanji outside of the jouyou set are often not simplified to match the kanji within the jouyou set that did get simplified. You might seem them simplified, but some fonts don't support many of the possible simplifications. I'm not sure anyone knows "why" in the sense of the precise reasoning, since the current state of kanji in Japanese is the result of many steps of revision over decades.
