This is the ば conditional. There's no connection to the potential form. If it was potential + ば it would be 学べれば.
I'm not sure what you're referring to by furigana saying まねべば.

学べば
I know that まなぶ is to learn/study. I came across a sentence that had the word 学べば. I am unfamiliar with the "conjugation". I think it is the potential form + ば which means if something were to take place? As for the reading of this word, when I looked it up here, the furigana said that it is pronounced まねべば. Is this a mistake? I cannot find that kun reading in any dictionary and when I try to type it on a Japanese keyboard, it does not come up.
